Directorate of Policies for Equal Opportunities and Family wants to introduce some of
its activities in order to fulfill its mission, to design and develop policies, legislation and to implement programs which promote gender equality in society, preventing and combating violence against women including domestic violence, protection from discrimination due to sexual orientation and the protection of children’s rights in accordance with current situation and international obligations.

Government of Albania has decided the gender equality issues in the heart of its agenda, considering that economic and social development of country cannot be understood without treatment and concrete achievements, especially in promoting gender issues and making them part of all country’s development policies.

Gender equality is a fundamental civil right, a common value of European Union countries, and therefore a necessary condition for integration and implementation of goals for employment and social cohesion of the SAA, which Albania signed in June 2006. Read more...
GOVERNMENT MECHANISMS ON GENDER EQUALITY AND DOMESTIC VIOLENCE PDF Print E-mail
1- The Minister covering issues of gender equality and domestic violence – the authority responsible for the implementation of laws and state programmes on gender and domestic violence issues is the Minister of Labour, Social Affairs, and Equal Opportunities.

According to Law No. 9970, dated 24.07.2008 “On Gender Equality in the Society,” other bodies responsible for the progress of gender issues are:

2- National Council on Gender Equality established by order of the Prime Minister No. 3, dated 8.1.2009, is an advisory body on gender policies. The Council shall be led by the Minister covering issues of gender equality and will include 9 deputy ministers and three members representing the civil society.

3- Directorate of Policies for Equal Opportunities (DPEO)
Based on Law No. 9970, dated 24.07.2008 “On gender equality in the society,” and Law No. 9669, dated. 18.12.2006 “On measures against violence in family relations,” the authority responsible for issues of gender and domestic violence is the Ministry of Labour, Social Affairs, and Equal Opportunities. The Directorate of Policies for Equal Opportunities has been functioning since 2006 as the structure responsible for gender equality at the MOLSAEO, whose main mission is: “the formulation and development of policies for encouraging equality in areas such as gender equality, equality/inequality in capabilities, problems of ethnic, ethno-cultural, and linguistic minorities, age, generational, racial inequalities, etc.”

The DPEO consists of two sectors: the Gender Equality Sector and the Sector on Measures against Domestic Violence.

4- Institutions responsible for the implementation of the NSGE&DV. Besides the MOLSAEO which is the implementation and coordination body for the implementation of the NSGE&DV, other institutions responsible for the implementation of the National Action Plan are:

4.1 Institutions at the central level
:
Line ministries and their subordinate institutions:
  • Ministry of Education and Science, Ministry of Health, Ministry of Interior, Ministry of Justice, Ministry of Economy, Trade, and Energy, and the Ministry of Finance.
Gender focal points, as the officers responsible for gender issues, are appointed in all ministries.

4.2 Institutions responsible at the local level
  • Prefectures, Municipalities
  • Local gender officials.
5- At the Parliament level, gender issues are represented by the Sub-commission for Juveniles and Equal Opportunities, which functions within the Parliamentary Commission of Health, Labour, and Social Affairs.

6- Responsible Monitoring Structures
The monitoring of the NSGE&DV is currently being conducted by the Directorate of Policies for Equal Opportunities at the MOLSAEO. Recently, with support from UNIFEM, on the basis of the Joint Programme for Gender Equality in the Society, the foundations have been laid for the establishment of a Technical Secretariat, which consists of two coordinators whose duties are precisely: one for monitoring the NSGE&DV and the other for capacity building through training programmes for the network of gender officials at the central and local levels.
