NETWORK OF GENDER OFFICIALS AT CENTRAL AND LOCAL LEVEL REGARDING GENDER ISSUES AND DOMESTIC VIOLENCE.
The authority responsible for gender issues and domestic violence (according to law no. 9970 dated 24.07.2008 "On gender equality in society" and Law no. 9669 dated 18.12.2006 "On measures against violence in family relations) is the Minister of Labor Social Affairs and Equal Opportunities.
Directorate of Equal Opportunities Policies in fulfilling its duties since its creation in 2006 has worked intensively to integrate gender issues central and local level.
Period 2006 – 2008
To accomplish the objectives DEOP established the network of contact points in line ministries (14), prefectures (12) which during 2006-2008 were trained on gender issues and the line ministry for gender integration issues. These points of contacts conducted their function as additional task, besides the functional duty at their institution. They have served as a bridge between DEOP and other relevant ministries as well as prefectures, facilitating regular monitoring of the respective information from the ministry and prefecture to DEOP and vice versa. During this period, points of contact were engaged in providing statistical information, information on various fields related to gender equality, participation in various other activities. However, gender issues did not constitute a priority in their work given the fact that they did not have job descriptions.
Period 2008 - ongoing
Adoption of the Law Nr. 9970 dated 24.07.2008 "On gender equality" laid the institutional obligation for the appointment of gender officials in line ministries and local officials regarding gender issues.
Article 13/3, which stipulates that: "state institutions at central and local level, have a legal obligation to cooperate with the relevant ministry, to exchange information and facilitate the fulfillment of its function.", and Article 14/4 of the above law, quoted that "local government bodies shall appoint one or several local officials to deal with gender equality issues, near them".
The law raises the liability for employees of gender issues to be appointed in districts, municipalities and communes. Currently, we are working to institutionalize this network in the country's municipalities. The Ministry as the responsible authority for gender issues and domestic violence has demanded municipalities to respect the law of GE providing jobs for people who will work specifically on gender issues. During municipal councils meetings in several municipalities of the country have been adopted changes in the structures by appointing persons responsible for gender issues, which in most cases are attached to the social issues sectors and human resources.
The Ministry DEOP has prepared TORs for these officials and their duty consists of:
Governing", through training regarding gender issues.
The importance of the network: implementation of gender integration at the local level.
In case gender employees will perform all their functions according TORs (important here is understanding and support from decision-making bodies) that would be considered a great support which would help us in recognizing the gender equality situation more in depth in local level as a result of effective measures to improve the status of women and gender equality at national level
