TECHNICAL SECRETIARAT FOR MONITORITNG OF NSGEDV

With the approval of NSGEDV, according CMD (Council of Ministers Decision) No.913, date 19.12.2007, the Council of Ministers has decreed that within the Ministry of Labor, Social Affairs and Equal Opportunities (MoLSAE)) to create a "Monitoring Technical Secretariat for Gender Equality Strategy and Abolition of Domestic Violence” that will monitor implementation of the overall strategy and relevant legislation for the abolition of domestic violence and gender equality. In addition to obligations of NSGEDV, MoLSAEO is charged with monitoring the overall implementation of the Law 9970 on "Gender Equality in Society".

To support the creation of the Technical Secretariat in charge of monitoring the Strategy, and support the work of GPNI for monitoring of Gender Equality, UNIFEM, on behalf of the Joint Program “One UN” for Gender Equality, has supported DEOP (Directory for Equal Opportunities Policies) for recruitment of 2 consultants for "Monitoring and Coordination". All details as well as liabilities and their ToRs are defined in the Standard Letter of Cooperation between UNIFEM and MoLSAE for implementation of the "Annual Work Plan (2008 - 2009) of MoLSAEO - To support the implementation of UN Joint Program's on Gender Equality in Albania ".

This Agreement Letter: "As provided in NSGEDV, MoLSAEO will lead efforts to establish a technical secretariat within DEOP which will be responsible for monitoring gender equality commitments (CEDAW, NSGEDV, LBGJ, and law against DV) and will be responsible for the systemization of the capacity building of gender equality Workers' in line ministries as well as local level. For this, partners agree that MoLSAEO shall hire two staff persons in accordance with the Terms of Reference developed in cooperation with the UN.

Two persons are foreseen to be hired or appointed as staff working in the technical secretariat (one will focus on the institutionalization of trainings for employees of gender equality and the other in the systemization of monitoring gender equality and the status of women. By the end of 2009, the cost for this staff would be covered by UN funding under an agreement between MoLSAE and UN, as well as UN regulations for this by determining that starting from 2010, MoLSAE will cover their costs from the state budget; as a result the staff recruited in 2008 will officially become part of the DPEO and will be reflected in the formal structure of DPEO. "

The DPEO Director, from 3 to 5 March 2009, took part as the representative of Albania in the 53rd session of the Commission for the Status of Women, in New York. The main topic of this session was “Equal sharing of responsibilities between men and women, including caretaking in the context of HIV/AIDS”.
In one of the discussion panels the representative of Albania gave a brief presentation of the Albanian policies and initiatives on gender equality, with special emphasis on the gender policies of the Government that aimed at enhancing the status of women, in order to provide them with a greater access to the labour market and to opportunities for an official, political and business career.
