Basic training on gender issues of local government officials in the municipalities of Gramsh, Kamëz, Librazhd, Lezhë, Rubik, Kukës, Koplik, Klos, Krujë, and Shkodër.
In several pilot municipalities were held two-day training sessions on ‘Basic concepts of gender equality in local governance’, in the framework of the Austrian project ‘Gender Equality in Governance’, as follows: Municipality of Gramsh January 8 – 9, 2009 Municipality of Kamëz January 15–16, 2009 Municipality of Librazhd January19 – 20, 2009 Municipality of Lezhë January 22 – 23, 2009 Municipality of Rubik January 29 – 30, 2009 Municipality of Kukës February 17 – 18, 2009 Municipality of Koplik February 27 – 28, 2009 Municipality of Klos March 5 – 6, 2009 Municipality of Krujë March 12 – 13, 2009 Municipality of Shkodër March 19 – 20, 2009 The participants came from various municipal directorates, such as social services, planning-development, finance, health, education, legal office, including as well police officers, NGOs representatives, etc. Goal: Training the participants on gender-based issues and building capacities for the introduction of the latest in local governance, including gender decision- making and analysis. Results: The responsibility of the local authorities for implementing gender equality-related policies and strategies to establish an effective platform for women and men at local level, who will be able to act in offering a new vision for the development of their region. Training of coaches on gender issues (basic level) with local government officials In February 5-7, 2009, in Tirana, was held the training of coaches on Gender Issues – basic training for local government officials. The training session was organized the Austrian Project Equality in Governance (BnQ) in Tirana. The objective of the training was to familiarize the participants with the specific BnQ training materials and to build a team of experts responsible for holding training sessions in various municipalities in the country. The training session was attended by 12 participants, 8 from Tirana and 4 from other districts. The participants were a number of NGO representatives, one municipality Gender Focal Point, one independent gender expert and two university professors. All participants are familiar with gender issues, some of them actively involved in advancing such issues in academic, government and NGO circles. In the training session, older and younger colleagues exchanged their experiences to enhance their knowledge of women’s history and gender policies in the country. Some specific ToT sessions, such as “The Power Concept”, “Adult Learning”, “Monitoring local government performance through indicators”, and “Introduction to Macroeconomics – a gender perspective”, were held apart from the standard program. The training sessions took place in a setting of great interaction within the work groups and good balance between theory and practical work, something that the participants appreciated greatly. The participants developed relevant project plans for achieving the goals of the National Strategy for Gender Equality and against Domestic Violence. Proposals focused on the participation of women in decision-making bodies, equal access to education, and on the political representation of women at local level. Many of them pointed out that they intend to put earned skills into practice not only in their potential involvement as coaches, but also in their work and private life. |
