4/1. 1st Meeting of the Inter-institutional Working Group on Gender Statistics and Indicators (IWG), 26 January 2009
The 1st Meeting of the IWG was held on January 26, 2009, at MoLSAEO to collect gender statistics and define gender-sensitive indicators. Attending the meeting were 23 officials, representing the Ministry of Labour, Social Affairs and Equal Opportunities (MoLSAEO), the Ministry of Education and Science (MoES), the Ministry of Agriculture, Food and Consumer Protection (MoAFCP), the Ministry of Health (MoH), the Ministry of Interior (MoI), the Institute of Statistics (INSTAT), the Institute of Public Health (IPH), the United Nations Population Fund (UNFPA), the United Nations Development Fund for Women (UNIFEM), etc. The meeting was opened by Mrs. Zaçe, Deputy Minister of Labour, Social Affairs and Equal Opportunities (MoLSAEO) and Chairperson of the Inter-institutional Working Group. In her address, Mrs. Zaçe offered a brief presentation of the objectives this group was established for, in pursuance of Article 13, Law no.9970 ‘On Gender Equality in Society’, namely to collect statistics and define the gender indicators
needed for monitoring the National Strategy for Gender Equality and against Domestic Violence (NSGE/DV), with the respective tasks:
a)    Defining the necessary qualitative and quantitative indicators for the monitoring of gender equality in all directions;
b)    Reviewing the existing data (both qualitative and quantitative) at national level, identifying gaps and needs, as well as preparing recommendations for this purpose;
c)    Analysing legislation on statistics and the recommendations related to the provision of gender statistics;
d)    Suggesting and recommending the incorporation of gender equality issues in the monitoring and sectoral statistical procedures;
e)    Identifying the needs for capacity building and enhancement of instruments for collecting, processing and analysing gender statistics andindicators, in support of the co-ordinated gender equality monitoring.

In its efforts for collecting statistics and defining gender indicators, the MoLSAEO will co-operate closely with INSTAT that is expected to play an important advisory role. Also, the work will be coordinated with UNIFEM and UNFPA.

It followed a discussion on the two key points of the meeting:
a)    Presentation of the IWG Terms of Reference and their approval by the members; and
b)    The IWG work programme

Mrs. Christine Arab (Country Programme Manager Albania – UNIFEM), in her address, described the future work to be carried out by UNIFEM regarding gender statistics that includes the hiring of an international expert, who in conjunction with the Directorate of Policies and Equal Opportunities (DPEO) contact points will prepare a list of gender indicators not only to monitor NSGE/DV but other international commitments as well, at local and central level.

Other speakers, as well, emphasized the significance of providing gender statistics and indicators for monitoring the NSGE/DV and for a better understanding of the situation in the country from a gender perspective, the establishment of facilitating mechanisms for the data collection and updating, and the improvement of the public access to information, including the statistical data.

In the meeting, it was decided as follows: a) DPEO will be responsible for the communications and, in conjunction with UNIFEM, will also play the role of the IWG Secretariat; and b) the establishment and operation of smaller groups at the level of experts (GT) divided by their particular issues.

4/2. Workshop on the harmonisation of gendersensitive development indicators in the framework of the NSGE/DV in Albania , 25-26 March 2009
In 25-26 March 2009, UNIFEM together with MoLSAEO/DPEO organized a workshop on the harmonisation of gender-sensitive development indicators with the participation of the members of the Experts Group (GT), part of the Inter-institutional Working Group (IWG) on gender statistics and indicators. GT comprises the contact points on gender issues of the line ministries and the representatives of statistical offices at the central institutions responsible for the NSGE/DV implementation.

The purpose of the workshop was to prepare a preliminary list of gender indicators needed not only to monitor the NSGE/DV but other international
commitments as well.

The workshop led by Mrs. Ulzisuren Jamsran, an expert on gender statistics and indicators, dealt with the following issues:
•    Clarifying and defining the key issues by priority areas;
•    Discussing the role of the Gender Machinery at central level in support of the gender monitoring under the NSGE/DV;
•    Defining the key issues that are to be considered for the purpose of the harmonisation efforts by national and international priorities;
•    Preparing a preliminary list of gender-sensitive indicators.

The workshop combined theoretical analysis of key issues, group work, and listening to the Moldavian experience in this field.

At the end of the workshop, it was decided that UNIFEM and DPEO through a smaller group of experts, each working in their respective field, draft a detailed action plan concerning the development and finalization of the preliminary list of indicators.

4/3. Second meeting of the inter-institutional working group on gender equality and domestic violence indicators, 29 April 2009
On 29 April 2009, the second meeting of the inter-institutional working group was held at the MoLSAEO on gathering gender statistics and defining gender sensitive indicators. The purpose of this meeting was to present and approve the working plan for the finalization of harmonised gender indicators.

The meeting was opened by Deputy Minister Marieta Zaçe, who after thanking all the representatives of the central institutions for their participation in the second meeting of the IWG, dwelt on the presentation of the working plan for the finalization of the list of harmonized gender indicators.

The UNIFEM representative to Albania briefly discussed about the workshop and the drafting of the list of harmonised gender indicators referring to eight primary areas, and in her address she pointed out that the indicator list is still a draft, and that its finalization would require a lot of work and activities to be held in a short period of time, preferably by the end of June.

Later on it was passed on to the second point in the agenda, where Mrs. Anna Xheka, Director of the DEOP, suggested the importance of the integration of the harmonised indicators and the monitoring process within existing ones.
In addition, has been discussed the approval and support by decision-makers regarding the commitment of the focal points of the DEOP for gender equality and domestic violence, in collaboration with statistics experts of relevant institutions and a national expert for the verification of the data.

In conclusion of the meeting it was decided that the experts selected by UNIFEM in collaboration with DEOP will hold meetings with the focal points in the Ministries in the two first weeks of June on gender issues and with representatives of the Directorates of Monitoring and Analysis in the relevant Ministries and institutions on scanning the list of harmonised gender indicators referring to the inter-sectorial strategies as well as to the obligations deriving from international documents in order to ensure their harmonisation.

4/4. NGOs meeting to discuss the key issues and the draft list of gender  and domestic violence indicators, 27 May 2009
At a meeting on May 27, 2009, at the MoLSAEO offices, NGO representatives and government officials discussed the key issues to be monitored by the strategy and the outlining of a list of harmonized gender indicators.
The purpose of the meeting was to discuss with the representatives of NGOs specialised in the area of gender issues the draft list of harmonized gender indicators that is needed for monitoring the Albanian Government’s commitments on gender equality, domestic violence prevention, and on protection and observance of women’s rights.
The Director of the Directorate for Equal Opportunities Policies (DEOP), Mrs. Anna Xheka, opened the meeting thanking the representatives of NGOs for their participation, and followed with a brief presentation on the process for drafting the list of harmonized gender indicators and the current and future steps in finalising this list in close co-operation with and with the support of UNIFEM, by analysing the 3 stages of the process, as follows:

Stage 1     Verification of the primary issues to be monitored using the standard indicators
Stage 2     Classification of indicators and assessment of the data availability
Stage 3     Approval of the harmonized gender indicators package and of the commitments / agreements on the dissemination of information

The UNIFEM experts offered a brief presentation on their work in finalising the list of harmonized gender indicators, whichconsists of: a) Direct contacts with the contact points, the specialists of the Statistics Office and the representatives from the directorates for Monitoring and Analysing the Crosscutting Strategies in the line Ministries that are responsible with implementing NSGE/DV, or whose work in one way or another focuses on its eight points, so as to further clarify the key issues to be monitored by NDGE/DV and to specify the preliminary list of indicators, improving the current ones and proposing new indicators; b) contacts with the representatives of various INSTAT Directorates, in order to scan the preliminary list of indicators and to strictly specify the ways of collecting this statistical information and identifying the gaps in the collection process.

Furthermore, the UNIFEM-selected experts highlighted the key issues to be monitored by NSGE/DV, as identified by them, and the selected indicators according to the eight areas of the strategy.

In the meeting, the speeches of the NGO representatives focused on the analysis of the indicators in the sectors of education, health, employment, social affairs, etc., offering their expertise in all these areas. The participants asked that the document of the harmonized gender indicators be attached to the definitions of the terms or statistical concepts found on it, thus making them more understandable and accessible to the individuals, both by people and professionals, and to the various institutions.

In conclusion, it was decided that all participants will review again carefully the issues related to the preliminary set harmonized gender indicators, bearing in mind that this process requires a longer period of time; the comments in regard to the improved issues or the new proposals will be sent electronically to the DEOP and to the UNIFEM experts, so that they may be involved in preparing the final draft.


4/5 Meeting with the participation of MOLSAEO, UNIFEM representatives and
experts on the outline of the gender indicators list

At a meeting on June 3, 2009, at the MoLSAEO meeting hall, the DEOP representatives, the UNIFEM-appointed experts, and the UNIFEM officials discussed the outline of the list of harmonized gender indicators.

The meeting included a presentation of the work carried jointly out by the DEOP, the UNIFEM-appointed experts, and the contact points of the remainder of line ministries, and other subordinate institutions, on gender issues for identifying the key issues and harmonized gender indicators, and determining the potential sources of statistical information and the existing gaps. Furthermore, this stage in the process of drafting the document of harmonized gender indicators consisted of the scanning of the preliminary gender indicators list, referring to the cross-cutting strategies of the particular ministries, and the obligations stemming from important international documents, such as CEDAW or the Millennium Development Goals (MDG), etc.

UNIFEM confirmed that this preliminary outline is being consulted with other international organisations, such as World Health Organisation (WHO), World Bank (WB), Swiss Development Co-operation (SDC), and International Labour Organisation (ILO).

As to the gaps identified by the UNIFEM appointed experts, the participants discussed the ways to eliminate them and to clearly determine the sources and channels of the statistical information influx so as to identify the harmonized gender indicators. The discussions called attention to the fact that this process requires the joint engagement of INSTAT and MoLSAEO in analysing the existing legal framework as to the statistics and the statistical programme implemented by INSTAT.

In conclusion, it was decided to hold a meeting with representatives of INSTAT, MoLSAEO Legal Directorate, and UNIFEM to determine the future steps toward establishing the full legal framework for guaranteeing the harmonized gender indicators.

On May 26th 2009, the DPEO in cooperation with ADRF, launched the study entitled:
“Disabled women: included or forgotten?”. This study was supported by USAID and was based on the interviews of the main actors involved in the drafting, implementation and monitoring of policies regarding disabled women at both central and local levels. An important component of this study was the interviews conducted with NGOs representing disabled women.
